南亚区域能源合作组织（SASEC）代表分享南亚跨境电力贸易实践，提及印度与尼泊尔、不丹的水电交易网络已具规模，但输电基础设施滞后与市场规则不统一制约发展。
东南亚方向专家分析东盟 “东盟电力联网”（AEN）进展，肯定越南、老挝等国的光伏与风电整合案例，强调数字化技术在电网调度中的关键作用。
与会专家围绕 “区域电力市场建设”“电网规范与运行” 等议题展开讨论。威胜信息代表提出 “通过标准化数字平台实现跨区域电网数据互通，依托区块链技术优化跨境电力交易结算机制” 的建议，获广泛认可。专家共识指出，需建立统一市场规则、加强跨国电网规划对接，并引入私营资本参与能源基建投资。

On June 4, the "Regional Power Trade and Market Integration" seminar co-hosted by the Global Energy Interconnection Cooperation Organization and the Asian Development Bank (ADB) was held at ADB's headquarters in Manila, Philippines. A Central Asia Regional Economic Cooperation (CAREC) expert noted that Central Asian nations are advancing power mutual aid through renewable energy resources and grid interconnection plans, but must balance geopolitical risks with cross-border policy coordination.
A representative from the South Asia Subregional Economic Cooperation (SASEC) shared insights into South Asian cross-border power trade practices, highlighting that the hydropower trading network between India, Nepal, and Bhutan has reached scale, though lagging transmission infrastructure and inconsistent market rules remain key bottlenecks.
A Southeast Asia expert analyzed progress in the Association of Southeast Asian Nations (ASEAN) Power Grid (AEN), commending case studies of photovoltaic and wind power integration in Vietnam and Laos, and emphasizing the critical role of digital technologies in grid dispatching.
During discussions on "Regional Power Market Development" and "Grid Standards and Operations," a Willfar representative proposed leveraging standardized digital platforms to enable cross-regional grid data interoperability and blockchain technology to optimize cross-border power transaction settlement mechanisms—recommendations that garnered broad approval. Experts collectively agreed on the need to establish unified market rules, strengthen cross-border grid planning coordination, and attract private capital for energy infrastructure investment.
